L/R Power Pedals. Is wattage half or actual?

Hey Gang:
Quick question. Someone asked me to take a look at their power file for an FTP test. They use Powertap pedals with Left / Right power.
My question since I am a Powertap hub guy, and have not looked at a pedal file is:
Is power cut in half or is still whole?
Assuming FTP test 125 watts average
L 120
R 130
Is 125 the wattage to look at for overall
or do I double it 125 x 2 250 or add it 120 + 130 = 250?

The reason I ask is the person just got the pedals 2nd ride, my thoughts they should be MUCH stronger than 125.
Although the HR was VERY low.

So I just want to confirm.

PowerTap P1 and P2 are true L/R dual over ANT+ only. They become P1S or P2S when using Bluetooth.
