We've been on a 3-day-in-office-is-encouraged-but-flexible-mangerial-discretion-permitted for many months now.

CEO and HR head just rolled out new guidelines. Notable for hiring/recruiting ...

New jobs are posted as "hybrid" (not remote). Preference is now for local candidates as they would be easier to come in. If after 20 days, no ideal candidates found or hired, then can post/look for folks to be remote.

Final round interviews are to be in-person.

New hire orientation now in-person only.

It's taken us about 1-3 months to fill open roles. I think this will add time to that if we have to arrange/fly folks in for final rounds.

Yes and yes.

Academic teaching work is the side gig for me . . .My courses are Database/Analytics/Stats to Masters students. . . which ties into my full time work of traditional Exec along those lines for a fortune 100 co.

So it all connects quite well.
