Pretty benign. It's just saline, but there is a ban on any IV beyond a certain volume. As others have said, he should have known better; but 4yrs seems a bit harsh (that's steriods/EPO/Blood doping territory).
I could really only see this harsh a ban if: they wanted to make a zero-tolerance example, or they thought he was doing it prior to a doping test to get the athlete's values down quickly.
