GP5000 size for 16mm (inner) wheels

Tldr: 25.5mm external and 16mm internal width wheels. Should I go for 23c or 25c?

My 25c GP5000 measure in at 27.0mm on my 19mm internal wheels which are 28mm at the brake track (Enve 7.8). Its just below the 105% rule but someone, I think Aerocoach, tested the 25c corsa faster than a 23c. Based on BRRs measurements the corsa and GP5000 are sized very similarly, so I trust that's the best size for that wheel.

I'm a sucker for deep wheels, so I ordered a Knight 95 set during their holiday sale. They are advertised as 25.5mm at the brake track, 16mm internal and Knight recommends 25-28mm tires. I presume that's nominal, but not sure. Since the inner width is 3mm less than my current wheels, the 25c GP5000 should probably be around 25.5mm wide, which would be 100%. But a 23c would probably be over 110%.

Which tire size does the ST think tank recommend for these wheels?

25 is probably ok. If you have some crosswind issues, try the 23 on the front and see if it helps.

I wouldn't run either in a race though.

If I can feel a 2mm tire difference in the crosswinds on a 95mm front, I'll be shocked. I'm more curious about aero/RR performance

I'd use tires with better Crr. I have a GP5000 on the back for training.

I always go small on the front... even smaller than 23mm. On the back it's usually best to use a larger tire.
