My training partner is in search of her first Tri Bike, she is 5'3.5" looking for a 48 or Small size. Her expenses are limiting her to $1200 plus shipping. Her favorites are Cervelo, Quintana Roo and Liv. I also recommended she consider Trek and Cannondale.

Still looking? If you think an XS Quintana Roo Kilo (aluminum) would work, I have a bike that you could get for about 1/3 your budget.
ETA: Based on pictures on Bicycle Blue Book, it looks like a 2012 model but never been ridden.
