Short Answer: Either change the connection to ANT+ or remove a battery from one the pedals.

Basically each pedal has an independent Bluetooth channel, which allows them to provide things like L/R balance, but Zwift can't handle this situation. Powertap will say to use the Ant+ channel which provides total power but that requires an Ant+ dongle. The other solution is to remove the battery from one of the pedals as this automatically triggers the remaining P2 pedal to double its power. The pedals are communicating with one another and are designed to function as single sided power meters when a battery fails as a backup.
