What it the best way to remove a stripped crank arm from a BB with minimal damage to the frame and BB? Thanks in advance.

Var makes a tool that slides over the arm, there is a traditional "plunger" that presses against the BB spindle in the traditional fashion. The tool works great, and leaves minimal scratches on the arm. You can wrap the crankarm in a rag first.
A ball joint remover from an auto parts store works in a pinch.
You should never had to cut the crank arm off. Also, thermal expansion is your friend. The alloy crank will expand much much faster than the steel spindle of the BB.
Don't use a torch for heat tho.
