The answer is Yes if you buy an 11-speed cassette that is designed for a 10-speed freehub body. That would include the Shimano M9000, M8000, M7000, HG800, and HG700 cassettes.
You could also take an 11-speed cassette, like the Ultegra R8000, and remove 1.85mm from the back of it and it will fit a 10-speed freehub body.

You can also switch to a campy freehub body and use their 11 speed cassette. Campy and Shimano 11 speed is interchangable and the campy freehub body never changed from 8 to 11 speeds.

But hubs are an issue as well.
As there are many many hubs that were set up originally as 8/9/10 speed rear hubs, for which there are no available 11 speed freehubs with which to upgrade.

It sounds like you are saying that those hubs had a freehub body that was only compatible with 8/9/10-speed cassettes.

Correct.
But for which there are no upgrade paths (other than modifying the cassette).
Hence, the hubs are fixed as 8/9/10-speed hubs ...

I guess I just see it differently... the freehub body was 8/9/10-speed.

Sure, sometimes that is correct.
But some hubs (the actual hub body) simply do not have space for the extra 1.85mm required by 11 speed cassettes. For some rear hubs, this is a hub limitation, not a freehub limitation. In other words, even if a compatible 11 speed freehub body did exist for the said hub, it would still not fit. Hence, it is a 10 speed hub ...
Anyway, I think this now beating a dead horse ...

Remember the Mavic freehub bodies from the early 2000s?
11-speed compatible about 10 years before 11-speed cassettes even existed.

I had a 2009 Mavic Ksyrium that was 11 speed compatible. Didn't know it until I sold it.

I thought 11spd chains were a hair narrower due to the narrower spacing on the rear cogs? So despite 11speed being a wider hub, it isn't the same width extra as adding a 10spd cog.
Either way, you can always take a shop file to the hub body. I've done that before to an old 10spd Renn disc that I used to have and it worked great.
One issue you can run into though if you run too small of a "slow speed cog" like a 25t is the dish of a spoked wheel. That could mean a re-dish. Usually not if you're on a 28t or slower as your last gear.
Either way, you can always take a shop file to the hub body. I've done that before to an old 10spd Renn disc that I used to have and it worked great.
