I would head up to Prettyboy Reservoir. I bike up there 3-4 times a week. Hilly but good riding with not much traffic. Easy to navigate since you are just riding around the reservoir and a convenience store that is just off the route to fill up bottles. DM me if you want some routes and more directions.

I rode there couple days and I remember going down to the gunpowder river. 20 minutes or so west of Harbor In a car. The roads were really fantastic way steeper and hillier than you might imagine.

sorry I didn't see this earlier, you could've joined us on a trek to PA. (https://connect.garmin.com/modern/course/25049683 ). These roads are OK on a weekday, but not great due to more traffic.
