the flare on drop bars is for bunny hops and tail whips... obviously.

I'm talking about dirt...and stuff that is closer to "technical single-track" than gravel double-track. As is mentioned above, it moves the hands to more like a MTB bar position in that case, and IME is a more natural hand position for braking and turning in the tight, bumpy stuff (hence why MTBs have flat bars).
edit: And as I also mentioned above, it's not so much "necessary" for good control, it's just a "nice to have"...but, in my case, I'm willing to give up some of that for a more comfortable long-term pavement position.
