A bit hard to see. Better video without the light source behind the rider and without the hoodie would help.

What I can tell you is that the saddle is too high by about 1 cm. I'd also bring the saddle forward 1 cm, and angle the extensions up a few degrees.

Does the rider experience shoulder pain or other issues? There is a lot of lower back movement which could indicate the hips are too tight at the top (12 oclock) or that the downstroke is too low. Options include shorter crank arms, lifting the front end, or pushing the seat forward although it looks very forward already. Or they could stretch their glutes/hamstrings.
