Can someone please parse this statement for me?

This is the President commenting on the bill to terminate the state of emergency. What will be "successful"? What is going to "work out"? Why can't he just come out and say he will veto it (assuming it passes)? Is there a case where he wouldn't veto the bill?

I predicted this very move during the shutdown.

He declares emergency, goes to court of congress overrides. Everyone declares victory and we have an issue to fight about in 2020.
