Draft legal & aerobars?

I'm building a bike for a friend that's going to AG worlds (draft legal). My understanding is that you can use "shortie" bars that are level (or less) with the brake hoods. My understanding is also that draft legal USAT doesn't allow aerobars of any kind. Do I understand this right? Don't want to build a bike that she can't race on....

No aerobars for age groupers. Just pull up the ITU rule book on google, lays it out exactly for all the bike rules.
