Haha, if you mean the breaker being blown. Yes of course. I mean the wiring inside the box.

So it turns out that the wire at the breaker box is simply too thin to handle the current demand. It is burnt! Solution is to run a new circuit to the outlet that is demanding a lot of current.

Uhh... wow. That's seriously a big deal. I hope the electrician looked at all the branch circuits and what their loads were. You are *damn* lucky there wasn't a fire!

Dude.

14 gauge wire for a 15 amp breaker
12 gauge wire for a 20 amp breaker

You shouldn't need larger wire or breaker for standard outlets in a house. Also, code allows a 20 amp breaker and 12 gauge wire with the use of 15 amp outlets. It's ok for the outlet to be the weak link, but not the wire or breaker.
