Giro de Cielo in NJ is usually held in early July.

Aside from the the Killington Stage Race over Memorial Day weekend, the Giro de Cielo around the 4th of July, and the Green Mountain Stage Race on Labor Day weekend, that might be it. The Syracuse Stage Race / Omnium was another option but I am not sure of its status for 2019. The Coupe des Ameriques Masters Stage Race in Sutton, Quebec is another question mark for this year. They did not hold the race last year, but like Syracuse I am not sure of its status for 2019. Their website is still up, but it hasn't been updated in quite a while.
Please support the races that are left. If we don't, they will all be history.

Tour of the Catskills stage race has been gone for a few years. It's now a one-day Gran Fondo type event.

depending on definition of "northeast", there's also Tour of Washington County in Maryland and Millersburg in PA (scored using an omnium format)
Longsjo Classic in central MA is now a two-day criterium; it had been a stage race for years that included a mountain stage with multiple climbs on the main road leading up to Mt Wachusett and the finish at the summit.
