I don't know exactly what you're referring to over the years. But last year the President requested about $1.7B for 160 miles in the President's budget for FY19. It passed the House and Senate with pretty good bipartisan support and no serious protest. Exactly what he asked for was put on his desk to sign into law. Then he suddenly asked for another $3B in late December with no details or analysis.

To this date there is no specific plan for the money that I'm aware of.

You're right that anti-wall is anti-Trump. But pro-wall is also pro-Trump. No one really cared on either side until Trump made it his celebrity cause.

If that's how it works, we'll need to check with the 66M who voted for Clinton compared to the 63M who voted for Trump to see what the Clinton voters' desire would be.
