Every swim, bike, and run has a purpose. A well thought-out plan contains workouts designed to meet the physiological demands of the race. 70.3s and 140.6s have different demands. So - yes.

Yes. A half is more like a Oly than a full.
70.3 and 140.6 racing have little to do with each other. Using a 140.6 plan to train for 70.3s won't get you very far, especially if performance is the goal.
