I've got a new one for the top of my list.

I was waiting in a LONG line at Customs in Manila. There are signs posted everywhere to have your passport and arrival card ready for the customs officer when you get to the desk. I was behind a lady for just under an hour inching our way to the front. She approaches the Officer and shockingly, completely out of the blue, he asks to see her passport and arrival card. Who would have known that !!!

After about 1 minute of searching through her purse and bags she finds them and of course, has to fill out the arrival card that was handed to us on the plane with multiple instructions to fill it out.

After a 16 hour flight, a punch in the face would be way too lenient for her.

the local counterpart -- people in a line at a shop, nose to screen until it's time to order, get to the front, then take minutes to decide what they want, then fumble around for a credit card. Bonus points if they linger on their phone until the cashier gets their attention.
