My seven-year old has (and therefore I have) a plastic one. It's not terrible. Her classroom has 30 of them, so I can't imagine they cost more than $20 or so. My daughter has let slip that I won't need to use hers any longer after Christmas, so I've got that going for me. ;-)
I've heard it said that the best way to learn is to try and cover songs. Thus far, it's worked quite well for me. I decided that I'd learn this one song down pat and I've done so, and it forced me to learn the most common chords, as well as forced me to learn different strumming techniques.
As to chords, I'd suggest mastering C, G7, and F. learn to change seamlessly from one to the next (it's just practice and developing muscle memory). Expand from there.
I'd suggest using the standard (at least I think it's standard) GCEA tuning. Just remember the mnemonic Good Cows Eat Apples.
Buy an inexpensive tuner, or maybe explore a tuner app on your phone (assuming you're a smart phone user). I haven't used a tuner app so I don't know how effective they are.
