There are far, far cheaper and simpler solutions to a 10sp derailleur than changing to ETap. It can likely be adjusted and made work but if not, you can just replace the derailleur at a relatively low cost. Clearly you're just looking for an excuse to get ETap.

If you want to upgrade, then upgrade, but you can use a 10 speed FD on an 11 speed system.
I had a problem a few years ago that I couldn't shift down, it turned out that the FD had a hardly visible crack which meant that it couldn't shift the chain, could that be the case here?
