Edit: I solved my own problem... called the airlines and they will take bike boxes on the flights for free for military veterans - Check and Mate.

Allegiant Air!
Must provide proof of military service at check in counter on day of flight. (DD214 or Drivers license that states military, veteran, etc.. or Military ID.)
When selecting a flight on their site - do not select bags. The service person informed me that you select your tickets, pay. and then day of, at the counter, bring your oversized item (bike box) and the fee will be waived and will ship for free with military proof.
