35mph+: Coast it out or crank away

I have a 12:25 gear set. I live in a place with several longer hills (5+ miles). Whenever I get to 35mph, My pedalling starts causing wobbles. I have to get out of aero onto onto the horns.

So I can stay aero and coast....or get on the horns and pedal....

Is there something I am doing wrong? How do you pedal in aero above 35mph?

What is ur front ring? At that speed it it's typically coast I run a compact with a 28 and never get in my 11 or even 12 here where I live in a super hilly but short area. In UT I used a 56x11 combo regularly on long downwind decents to have a different cadence.
