In the past I've used a Garmin pod on a Polar strap. No issues. Not tried a Polar pod but if it's Ant+ it should work.

Polar is not ANT, it will not talk to Garmin.

although Polar is Bluetooth only, there are Garmin devices that do support connecting to Bluetooth devices (my 935 connects, for instance).
so, I guess the answer depends on what Garmin device you're thinking of.

I was sick of the Garmin integrated HRM RUN & TRI straps failing on me (both electronically and materially) so I have now bought a Wahoo TICKR for half the price of my last HRM TRI. It does ANT+ & Bluetooth, and has the advantage of having a separate sensor/strap like Polar. No run dynamics...hey ho.
