Mr. Obvious, Judge Ellis! The media and a number of other institutions have aligned themselves against Trump. CNN has been forced to air commercials to defend themselves against Trump's charges that they are fake news. CNN is not even pretending anymore to be unbiased. It's CNN vs Trump. It's segments of the nation's intelligence apparatus vs Trump. Trump forced most of this battle, but it is a battle nonetheless.

Read the August 2nd memo regarding Muellers authority

The unredacted part gives Mueller the authority to investigate crimes related to payments from the Ukrainian government to Manafort during the presidency of Ukrainian President Yanukovych - Wikipedia says he was president from 2010-2014. Yanukovych was pro Russian and is currently in exile in Russia.

As long as the charges relate to those payments (and they probably do), Mueller has the authority from Rosenstein.
