Does anyone know if Shimano has quit making these 10 speed cassettes? Most retailers are out of most configurations. Looking for some 12-23.

I don't think so, UK retailers such as CRC and Tredz still have plenty of stock including the 12-23T.
Shimano do discontinue stuff like this but usually only when it's superceded by a newer, functionally similar generation; seeing as 6700 was the last 10-speed Ultegra line I don't think they'll stop making it any time soon. 6800 stuff will probably disappear first as it's effectively been replaced by R8000 what with them both being 11-speed.
If you check the latest dealer manual on the Shimano website you can see what is "officially" discontinued, but that will probably take a long time to be updated.
