All I have to say is "damn you, (former Secretary of the Navy) Ray Mabus. Damn you to hell." ;-)
During his tenure, he treated the Navy and Marine Corps like it was one giant social justice and social engineering petri dish, hollowing out the fleet, for one, and doing this kind of stuff to the Marine Corps, for another. And he put admirals and generals in charge who were at least sympathetic to his goals, if not outright hardcore supporters of them. It's going to take several years to recover from his tinkering, at minimum. Easily one of the worst Navy secretaries ever.
