That is more of an issue with rotten tomatoes being binary, counting reviews as either good or bad. So a 3/5 star review counts the same a 5/5. So it can make ok movies appear way better than they deserve.
Using metacritic that weighs the reviews, Ghostbusters II has a metacritc score of 56 and Ghostbusters 2016 has a score of 60. Maybe the 2016 one had a slight bias, but it was not much worse than Ghostbusters II, because Ghostbusters II is pretty bad. Both of those were just huge disappointments.
The Last Jedi user rating is stupid, it is just fueled by a bunch of whiny fans. The people that liked it ok are not taking the time to write a review on rotten tomatoes.
