My son is the same age and size and I got him a used Felt 24 last year on craigslist for 150 bucks. The bike was in nice condition with a Sora groupset, but obviously that may not be the case in your area. Its def worth it to look through and see though. I didn't want to fork over 500 or so dollars on a bike he would grow out of.

I bought my son a used Raleigh RX24 and did a bunch of upgrades. He will be able to rock this for quite a few years. Hen his two younger sisters will be able to use it after.

I’d say the Raleigh RX24 is the best bang for the buck kids bike available. Can be found used or new on Amazon.
