Yes, in any given race the fastest time wins. But it's hard to understate how massive some of the technology improvements have been. I started in the mid-to-late 90s and I constantly astounded at how much better the tech is.
So to your point, breaking 4 hrs is arbitrary (it doesn't matter), more interesting question would be what's the largest margin of victory for an amateur in a major 70.3 race? That would tell us much more about dominance than what the time was. Because pretty much anytime you hear about a really fast winning time in some race, there were a lot of really fast times in the race (meaning the course was either short or they had massively favorable conditions) not because of some incredibly dominant performance by with the winner resulting in a huge margin of victory.
This guys seems to beat the competition by 10 mins plus on a regular basis.
