I thought that one of the goals of WADA was to unify the differences and eliminate the gaps between the various world governing bodies of various sports so that there was a consistant front across the board in battling the drug probelm. Reason: so that the same rules applied to cyclists as to swimmers.
That being said, in this action, they may be trying to get rid of the inadvertant positive tests that seem to be poping up more frequently for substances found in common OTC medications and foods - in this case the most common drug found in cold medications and next to water the most commonly drunk beverage in the world, coffee.
. . However, was psuedoephedrine not used as a masking agent for certain steroids? And if you do ingest a significant amount of caffiene, it is a pretty strong CNS stimulant. Other CNS stimulants are banned! Why?
