Building costs must be substantially lower in Iraq. $90 million wouldn't even build a good stadium here in the U.S.

90 million for a small city about to be leveled to the ground. That's a bargain. How many houses in southern California could you rebuild for that. In some neighborhoods it wouldn't be very many.
