OMG!!!!! I'm not sure whether to laugh or cry at that pic .... !!

Air temps in the winter are not too bad. The average Low/Hi is coldest in December and January, both of those months have an average lw of about 20 F and an average Hi of about 45 F. So, if you can ride in the middle of the day, 45 is nothing. of course, there are days when it's much colder and/or snowy, so you may not want to ride, but there are your averages for the coldest months. By mid-march, you're able to ride outside consistently, even if you're a cold weather wuss.

One thing to keep in mind is the wind. Boulder is right along the front range, and the winds can get very strong (not to mention, cold). Generally, I ride outside from mid-March through most of November, and if I weren't such a wuss, would probably ride outside at least a little year round.
