Absolutely. Ask your LBS if they have a spare bike frame box, or you can make one yourself by cutting up a large cardboard box. Put lots of bubble wrap around the frame & fork, place some extra cardboard pieces around the fork, seat mast/top of top tube, rear derailleur hanger and dropouts, and BB and tape in place. You should be able to ship fairly reasonably via USPS or UPS. Have done this many times.

A frame or a frameset will fit in a package with the same size, so the cost will be the same.

I would suggest that you go to a bike shop and look in their dumpster for a bike box.

Then put the frame in either side of the box. Start cutting the box down to fit the shape of the frame. Tape the edges closed with pieces of tape that are about 4 inches long. You will probably need about 80 pieces of tape.
