If the inner is 19mm on both, the tire should be equally flush because the width is likely identical at the brake track.

In that case actually I think I looked at it from the perspective of the widest point. Essentially meaning the tyres are actually wider on both ends.
To answer the question regarding crosswinds. At my current weight of 97kg (215 or so pounds) there are no crosswinds. ;)
Jokes aside, I think my 45mm Mavic Cosmics on my road bike are more prone to sudden direction changes caused by gusts, but I think it's more related to the weight difference the respective riding positions put on the front wheel.
