Panaracer Gravel King slicks measurement

I thought these tires would be true to size on my 18mm internal width rims.
I measure 35mm after install.
Do they stretch out over time?

EDIT: They are 38C

Are these the 38s? I've heard from sources that the shortened the casing size some time in 2018 so all the gravelkings(slicks and SK) would measure "true to size" on modern wheels(whatever width that means). My 38c gravelking slicks from last year measure 40mm+ on 17mm internal width rims. This seems to confirm the change. I'll have to find a new tire that is closer to 40-42mm slick for groad use.

Was shocked at how narrow they measured.
I actually was hoping they would run a bit narrow, just didn't expect 35mm.

I have been researching gravel tyres the last few days funny enough what will fit my frame. I saw a review that showed a 35mm tyre on a 17mm rim measured 33mm and I think a 38mm on a 21mm rim was just over 38 and they even showed photos using verniers for the same brand of tyre different widths. I guess and makes sense a narrower rim may limit your tyre width. Tyres should not stretch one would hope.

I just mounted a 35 gravel king on a 19.5mm rim. Almost dead on 35.

My 38c Gravel King slicks measure 35 in the air and 38 when in touch with the ground.
