25mm internal rim width tire options

I recently picked up some 700c Nextie rims w/ a 25mm internal rim width. The plan is to run these primarily on my gravel bike but also my MTB for some XC races. I currently have a set of 650b Nextie wheels on my gravel bike w/ a set of Compass Switchback Hills (48mm). This setup is sweet but definitely a bit sluggish for quicker group rides.

What would be the smallest slicks that I could run on the 700c setup? I am not looking for anything smaller than a 28 but just want to make sure I'm not going to kill myself with a 28 tire on a 25mm internal rim.

Are your rims hooked or hookless?

I have a pair of Nextie 22mm internal width but with a hooked bead. I’ve been running 28’s at 60psi and love em. I plan to slap on some 25’s for races and go up to 75psi.

If you want the most conservative example of tire compatibility and pressures check out the Enve SES 4.5AR. They are 25mm internal rim width and over time Enve has added recommended tire pressure tables as well as a list of tires they support using.
