I lived in CS up until June of this year and there was not a store like you describe there. There are shops in Houston (Fleet Feet, Luke's Locker, etc) and Austin (Runtex) that will be able to help him out. Those are probably the closest stores he'll find, unless something has changed in the past six months.

The Katy Luke's Locker is going to be his closest store. It's about an hour and twenty minutes away. If he wont ever be able to make it down there, I work there so I could take him up to the Academy and take a look at his feet and see if I could help him out. I've done that with a few people down here and it works alright but obviously Academy isn't going to have the same amount of quality running shoes so his options will be limited.

There is a Luke's Locker in The Woodlands that will be even closer than the one in Katy (about an hour drive or less).
