Do you think Warren Buffet still has the touch?

Recently he bought Dominion which is an energy distribution company on the East Coast. This is after Dominion failed to get a major pipeline done. But what he did was buy at a discount and now he controls a major chunk of energy distribution in an environment where it is difficult to build new capacity. Add to his significant ownership other other oil and gas assets and railroads to move oil that pipelines can't or won't and it seems he has created another moat.

Buffett has built up such a name and followers that if he invests, the stock price will go up, almost guaranteeing he will make money.

Oil up 3.5% and is at a 4 month high. He might still have an idea what he's doing.
