if you are confined to Houston sports heroes 34 isn't even close:
Nolan Ryan, Earl Campbell and Hakeem Olajuwon all wore the number 34.

99 is surprisingly strong:

NFL: JJ Watt or Aaron Donald
NBA: George Mikan

If Judge hits 600+ homers and Aaron Donald stays great for 3 more seasons this will be the answer. The problem with 8 is Kobe is 24.

NFL-Bronco Nagurski (maybe better name than Young? Inaugural inductee into both college and pro Halls of Fame, the award for best college defensive player is named for him, and also multiple time world champion heavy weight Pro Wrestler)
WNBA-Diana Taurasi (maybe the actual GOAT for women's basketball)
