Trouble mounting Zipp Tangente Speed Tubeless to Roval CXL 64 Rapide tubeless rim

As above. Brand new tire. Mounted super easy. Currently have innertube in it to make sure the rim tape "seats" well. Problem is the tire bead won't seat completely around the edge. I've blown tire up to 25 psi and tried to even everything out. I've blown it up to 110 psi (okay per tire and rim) and still no luck. I've dropped the psi totally, removed tire, reinstalled and same result but at a different spot (not consistenf for either rim or tire. Seems like it just can't quite "pop" onto footing. I've run TL on mountain and gravel bikes for years without this issue. Next step will be to remove inner tube, mount TL valve stem and go that route.

However, assuming the same result, any thoughts? I clearly can't ride it. Despite the whump/whump and bounce/bounce in the cul-de-sac, I'd be afraid of cutting the side wall and I doubt it will hold air.

An additional question that may be related is that the tire sidewall states "For Tubeless Installation Only". WTF? Do they really mean that? Is the innertube actually making things worse? The inner tube thing is always everyone's "bail out" if stuck mid ride/so it leaves me wondering if I should just return tire.

It will be fine with sealant, a little bit of lubricant goes a long way.
Do a dummy run and squirt some water around the beads if you like, it should bead up fine.
