I can't imagine considering either of them, or any 28mm slick really, "not a road tire." If the OP's gravel is smooth hardpack, they should deal with it fine.

To clarify, I'll be riding on roads and really smooth gravel (only "obstacle being the bridge crossings that sit about an inch above the trail, etc)

I'm a fan of the 32 as pretty decent do-everything road/light gravel tire, and have raced it at Grasshoppers. Rolls well but on the lighter side of flat protection and pretty easy to mount. I just put em back on road bike mounted on 3.4 AR wheel set, and ride high 40s for mixed or low 50s for road only. If you decide to run TL, it seems semi-porous so keep the sealant topped off.

Those tires are kind of on the opposite ends of the spectrum. The Panaracers tend to have a pretty high Crr, no matter which model of tire/tyre, so I would consider that a reason to consider just about anything else.

I would be inclined to suggest the Turbo Cotton. I think it is available in the size you want, it has a great Crr and tends to be durable. If you need anymore convincing, I think Tom Anhalt has used them quite a bit on gravel with good success.

Thank you both for the info. Unfortunately, the Turbo Cotton is a bit spendy (basically get two of the tires I listed for the price of one Turbo Cotton).

I'm still not sure if I want to do tubeless though. Previous experience on 23c and 25c tires weren't as good (essentially didn't quite work when there's a leak), but I guess if I run these at 60 psi, things might be different.

For me crr is down the list in this kind of scenario--I'm not racing anyone so who cares about giving up a touch of speed. The Pro One TLE is my go-to choice for performance tire. Though it's quite durable I've destroyed a couple on moderate gravel, which is painful after shelling out $80 for a tire like you noted.

Corsa in 28's would be fine. Back before gravel bikes, we would take our road bikes on gravel roads all the time and that would be on 25's. You could also look at Conti 5000's as those would probably be a little more durable. I've used Continentals on gravel roads before and they held up well.

I am with Carl. To me 32mm is the sweet spot for smooth gravel or bumpy pave. 28mm is good but 32 is better. Then I move up to the Gravel Kings 38mm for mostly gravel with some pave rides. They may not be ideal but you can go pretty rough on 28mm tires. Before they invented all this gravel stuff I used to ride some pretty rough stuff on Dugast or FMB tubulars without problems.

I use Gravel King SS on my Warbird, 38s. They are a great new gravel tire!

One tire you didn't mention that I would recommend for your purpose, is the Continental GP5000, either with a latex tube or set up tubeless. There's both a 28c and 32c option. They're basically just as fast as a 28C Turbo Cotton and I've found them to be very durable. I've had a set of 32c TL version mounted on my road bike since the beginning of the year and finally wore out the rear after >3K miles of mostly pavement, but with some "light gravel" mixed in as well. Zero punctures, zero cuts, zero problems in that time set up as tubeless...just had to remember to check/top off the sealant every 2 months or so. There was no evidence of any "unknown punctures" in the rear tire when I replaced it either.

BTW, they also were perhaps the easiest tires to set up tubeless I've used so far (on Boyd Altamont Ceramic rims). Inflated and seated with just a regular floor pump. Do you mind me asking why you aren't "thinking of doing tubeless for now"?

As for the last question, I've had a torrid time with the original Schwalbe Pro One Tubeless. Doesn't hold air for very long, and doesn't seem to seal up that fast (with Orange Seal sealant). There seems to be leaks at the valve as well (I understand that this isn't the fault of the tire).

For now, I'm reserving tubeless for when I really need to go fast, and that would mean wheels for my TT set-up. Actually staying relatively old school there and running 23C tires (Corsa Speed).
