But Obama never really needed Congressional approval in the first place. The War Powers Act is pretty vague on stuff like this, and retaliatory strikes have been ordered by Presidents without consulting Congress. Case in point: Obama never sought nor got Congressional approval for the Libya operation, which was of far greater scope and extent than what would have likely been the case for a Syria strike. Obama painted himself into a corner with going to Congress in the first place. My guess is that he thought it was a done deal, but was stymied when he couldn't even count on support in the Senate, which was controlled by the Democrats at the time.

If Obama had acted on his own and bypassed Congress again to strike Syria, the outrage would have been for the abuse of Executive power. If he doesn't act at all, he is seen as weak. If he did go to Congress, he knew that the Republicans and some Democrats would defeat him.

It seems to me that he was in a bit of a box.

Case in point: Obama never sought nor got Congressional approval for the Libya operation, which was of far greater scope and extent than what would have likely been the case for a Syria strike.

I think going into Libya was a mistake and not going after Assad was a mistake but in both cases, they were not simple decisions. Trump will be judged down the road and he too will find out that hindsight is always 20/20, particularly when you are on the other side.

All I can go on is that it's being said that he would have done it (like Trump did) but the fact is he didn't.

Obama had already done that with Libya, so I don't understand why that would have hindered him WRT to Syria. And, numerous other Presidents have conducted such strikes without prior consultation or approval. There was plenty of precedent for Obama to act unilaterally. As for the Libya decision, Obama and team did have the 20-20 hindsight of what happened in Iraq after taking down a dictator. How they could then fail to predict what would happen in Libya is baffling.

Yes, it is baffling to me too. Obama was always worried about going into the Middle East and repeatedly questioned going into Iraq without planning for what comes next. I don't get it either.

My take is that Obama used congress the same way that congress uses the power they have happily ceded to the POTUS. Basically he did not want to hit Syria, and put it to congress hoping they would not give approval...instant cover; "I wanted to but couldn't". Congress is good with the POTUS doing things like Trump did (and Obama in Libya) simply because they do not have to take what may become a politically costly position. BTW, Obama was never going to attack Assad, again because he needed to keep Putin happy so he could get his Iran deal.
