US Pro Cycling Challenge Prologue

I don't get it.

5.2 mile downhill TT?

Ok, maybe they want a SUPER fast prologue. They'll certainly get it at only 5.2 miles, but they would at 10 miles too. Why make it so short? Was there really no other roads they could close?

Why not? I am no expert but prologues are usually around 5 minutes right? Keep the time gaps small.

It is through a heavily populated area and ends in downtown, so road closures would be an issue. It's a prologue so it's supposed to be short.
