If Trump and or his campaign is/was investigated for colluding with the Russians then wouldn't the FBI (or other agency) "tapp his wires"? And if they didn't then why the fuck not?

Just because there's an investigation doesn't mean there's also sufficient probable cause to tap a phone, which would require pre-authorization from a court. And that probable cause has to go to the specific line that is to be tapped. So assuming, for the sake of argument, that there was probable cause to tap Manafort; doesn't necessarily follow that there's probable cause to tap anything at Trump Tower (whatever tapping Trump Tower means, given that there are several business and residences there completely unassociated with Trump or the campaign), or any phone associated with the campaign, on the off chance that Manafort might use that phone.

So Comey answered the narrow question. But does Trump really want to explore the broader question, which could reveal whether there was indeed probable cause to obtain a warrant or court authorization? Probable cause doesn't mean that a crime was committed, but for PR purposes, it's still pretty damning.
