Comfort for loooong days in the saddle. By raising the levers instead of the bars, they preserve the low position when in the drops yet still sit a precious small amount more upright when on the hoods.
I'm a bit confused by the picture you posted. You can't even see the brake levers in that picture. Are we talking about the same thing?
