I don't know about this particular video, but at least one other one was filmed in Sequim, WA. They staged a fake kidnapping, in a public park, and the county pressed charges. http://www.huffingtonpost.com/...-hoax_n_5445775.html

This guy has been outed before for stuff like this, it's staged and the thieves are actors.
