Would having an empty water bottle mounted horizontally between aero bar extensions be advantageous in an open time trial race? I think I've only seen this in triathlons.

Not UCI legal so you'd need to check what rules the race is using.

Not UCI legal, but may be allowed in your local TT series. For example the Mid Atlantic TT Series allows them.

I use a bta bottle in USAC events in Florida. No one's ever said a word.

And also rinsing your mouth with carbs might make you go faster.

I do it. UCI TT's are very rare so I don't worry about it and I'm sure the rest of my bike is UCI illegal as well.
I generally put in about 2-4 oz of carb mix. It helps with cotton mouth and just tastes good.
TT isn't triathlon. Even a sprint Tri is pretty easy on the pain scale. TT's just suck....real bad....and the little bit of taste in the mouth helps I think.

I have other problems during a TT than worrying about carbs. Yesterday at the UWTC qualifier in St. Johann, Austria, a 20k TT, I only wanted to survive throwing up after 15k. Hold on, hold on was my thinking, any drinking would have distracted me! At the end I did a personal best but was again chicked by my wife! Don't think too much, just give it all! Drinking is not the most important thing in TTing!
