In looking at all the ST threads on tire advice, it's mostly for 700's. Being a small/light female riding the smallest P3 on the market, I have 650's. Any advice on the best clincher tire set up for maximizing speed without super high risk of flatting would be greatly appreciated. Thanks.

The best all around racing tire for a 650 clincher (IMO) is the continental GP4000S2

I have always tucked the tube back inside itself and not folded it, I'm not sure if that's what you meant.
It's better CRR wise and I've never had a concern about safety with a latex tube. I have found that they stick to the inside of my tires if I don't powder them well. I also changed them at the beginning of each season but I did that with butyl tubes as well.
