Such ignorance in one place. You have no idea and you are out of your element lawyer. It costs 1-2 million to bring in a science prof in startup costs. It costs over 1 million to educate one medical school student. I know I do the budgets. The superstars provide the operating costs to sustain the university. I wish you well in the dark ages. You don't have a surplus in your university system, and you won't see the effects of this for several years, but then it will be bad. My state is no better and UNC-CH generates more federal grant funds than any other public. That too shall pass.
