duh! The packs were pretty obvious. There is a lack of willingness from the organizers, officials and it seems a lot of the participants to clean this up.
All these complicated suggestions - the real answer is simple - penalize and DO NOT draft.
Both are possible.
I speak from some experience having come 5th (some years ago) in a world championship event with massive drafting.
I know that first and second drafted, don't know about 3rd and 4th.
I know that I CHOSE not to.
